Italy Schengen Visa Cover Letter from India: Delhi or Mumbai Decides

Italy splits Indian applicants between two missions with different state lists. Get the jurisdiction wrong and the cover letter never reaches the right desk.

Two missions, two state lists#

Italy does not run a single visa desk for India. The Embassy in New Delhi has consular jurisdiction over Haryana, Himachal Pradesh, Jammu & Kashmir, Punjab, Rajasthan, Uttarakhand, Uttar Pradesh, Delhi and Chandigarh. The Consulate General in Mumbai takes Chhattisgarh, Madhya Pradesh, Goa, Gujarat, Kerala, Maharashtra, Daman and Diu, and Dadra and Nagar Haveli. Applicants outside both lists route through the consulates in Kolkata or Bangalore instead.

The VFS network mirrors the split rather than pooling it. Under Delhi's jurisdiction, VFS runs centres in New Delhi, Jalandhar and Chandigarh. Under Mumbai's, VFS operates four offices — Mumbai, Ahmedabad, Pune and Kochi. A cover letter is not the place to discover the file went to the wrong desk: state the applicant's home state near the top, so it visibly matches the VFS centre the application was actually filed at.

What Italy checks that a generic letter won't show#

Neither mission publishes a dedicated cover-letter template — Italy's own consulate pages point applicants to a Common Information Sheet and a category checklist instead, the same documents VFS uses to screen files before they ever reach a visa officer. That screening is not a formality: the Mumbai consulate's own guidance states plainly that VFS "is not allowed to accept incomplete visa applications." A cover letter earns its place here as an index — one page that lists every enclosure in the order the checklist expects it, so a VFS counter clerk can tick items off in seconds rather than hunting through the file.

Fees and timing, for the letter's itinerary section#

The New Delhi embassy's own fee schedule lists the standard Schengen (C) visa at €90 for adults and €45 for children aged 6–12, payable when the application is lodged. Applications open six months before travel, and the general EU decision window — 15 calendar days, extendable to 45 — applies here exactly as it does at every other Schengen mission; the Schengen visa fee for Indians page has the full comparative fee table.

What we could not confirm#

We looked for an Italy-specific document Indian applicants sometimes ask about — a formal accommodation declaration comparable to what a private host provides in some other Schengen states — and found no such requirement published on either the New Delhi or Mumbai consulate's own pages. VFS Global's own checklist PDFs, which might carry more granular detail, returned an access error to every fetch attempt during research (VFS's domain blocks automated retrieval outright); anything sourced only to VFS is stated here as VFS's own claim, not independently verified against the consulate.

Does the cover letter need to match my home state to the consulate?
Yes, in effect. Filing through the wrong jurisdiction — a Rajasthan resident applying via the Mumbai consulate, for instance — is a process error the mission has to sort out before it even reads the file. State the applicant's state of residence early in the letter so it visibly matches the VFS centre and mission the file was submitted to.
