# France Schengen Visa Cover Letter from India: The 5-Day Filing Floor

France's own portal states a filing minimum that catches Indian applicants off guard in both directions: it is shorter than the "apply three weeks ahead" advice repeated everywhere, and it is not a promise of a fast decision.

## Fourteen VFS centres, five decision-makers

France-visas.gouv.fr, the government's own portal, lists the actual decision authorities for India directly: **the visa section of the Embassy in Delhi, and the Consulates General in Mumbai, Puducherry, Kolkata and Bangalore** — only these five "are authorised to take decisions about visas." Everything else is intake. VFS Global runs the largest network any Schengen state maintains in the region for this purpose — fourteen Indian cities (Ahmedabad, Bangalore, Kolkata, Chandigarh, Delhi, Goa, Hyderabad, Jaipur, Jalandhar, Kochi, Chennai, Mumbai, Puducherry, Pune), plus centres in Thimphu and Kathmandu covering Bhutan and Nepal.

The cover letter should still name the correct consulate: an applicant's state of residence maps to one of the five, and getting that wrong is a process delay the letter can prevent by simply stating it plainly near the top, alongside the main-destination reasoning [the general Schengen guide](/schengen-visa-cover-letter-from-india) recommends.

## The 5-day rule, read correctly

The same source states a minimum filing window most applicants have never heard: for short-stay visas, an applicant who "holds an Indian passport and is born in India" must submit the application **a minimum of 5 days prior to the scheduled departure** — extended to 15 days for anyone filing from Kathmandu, and to a full month ahead for long-stay visas. Applications cannot be lodged more than six months before travel either way.

Read this as a floor VFS enforces, not a service-level promise. The actual EU-wide decision clock — 15 calendar days from an admissible application, extendable to 45 — still governs how long the consulate takes to decide, exactly as it does at any other Schengen mission. What the 5-day rule changes is only the earliest point at which France will accept the file at all; it does not shrink the realistic planning window, and a cover letter that states travel dates several weeks out, not five days out, is still the safer file to submit.

Beyond naming the consulate, a France cover letter follows the same structure as any other Schengen application: purpose, exact itinerary matched to the flight and hotel bookings, means of subsistence, insurance meeting the €30,000 threshold, and ties to India.
