Two missions decide Indian applications — the Embassy of Portugal in New Delhi and the Consulate General of Portugal in Goa — feeding a combined 12 VFS Global centres across India, and which one has jurisdiction over your file depends on where you live, not which city has the shorter appointment queue. Article 5(1) of the Visa Code (Regulation (EC) 810/2009) decides which consulate may even open your file, before any fee or document matters: a single-destination trip goes to that country; a multi-country trip goes to wherever you'll spend the most days; only on a genuine tie does first point of entry decide. Article 6(1) adds the constraint specific to India: your application is examined by the consulate with jurisdiction over where you legally reside, not the mission you'd prefer. Where you apply from — the Portuguese consular map of India#

Consulate jurisdiction India-wide comes down to two missions for Portugal, not twelve. Unlike Switzerland's single deciding mission or Italy's four, Portugal splits India between exactly two: the Embassy of Portugal in New Delhi and the Consulate General of Portugal in Goa. The VFS Global Portugal India visa-information page, checked live on 1 August 2026, names nine VFS centres operating under the New Delhi Embassy — New Delhi, Jalandhar, Chandigarh, Chennai, Kolkata, Bangalore, Ahmedabad, Hyderabad and Lucknow — and separately ties Mumbai and Pune to Goa's jurisdiction: applicants "applying from Mumbai and Pune VFS centre" face the same personal-interview condition the same page states, elsewhere, for "applicants applying through the Consulate General of Portugal in Goa." Goa itself is the third centre under its own consulate, for 12 VFS centres in total feeding two decision-making missions — a shape closer to Italy's four-mission network than to Switzerland's one, per this site's Italy visa from India page.

What Portugal's own diplomatic network publishes state by state — the way Italy's four missions each publish a residency-criteria page naming the exact states under them — could not be verified for this page. Both novadeli.embaixadaportugal.mne.gov.pt (the Embassy's own site) and vistos.mne.gov.pt (Portugal's national visa portal) refused the connection at every attempt made while researching this page (1 August 2026), and no cached snapshot of either exists in this site's research set. Treat the VFS table above as the working answer — which VFS centre and which mission actually handles your file — and confirm your own jurisdiction directly in VFS's booking flow, which asks for your address specifically to make that determination, before you commit to an appointment city. A search for the Portuguese embassy New Delhi address alone won't settle it either: the address only matters once you already know which of the two missions is yours.

Goa's own numbers, covered in full further down, make the state-of-residence question more than academic: Portugal's New Delhi mission refused 19.2% of decisions in 2024 against Goa's 6.3% — a gap Article 6(1) means you cannot shop your way around by picking a convenient city over your actual one.

Fees in ₹, government and service separated#

A Portugal visa from India costs two mandatory amounts, government and service, kept on separate lines throughout this section. The government visa fee is the same statutory Schengen fee every member state charges under EU regulation, not something Portugal sets on its own: €90 per adult, €45 for children aged 6 to under 12, free under 6 — in force since 11 June 2024, when the EU raised it from €80. VFS Global's own Portugal India page displays that as ₹9,736 for an adult and ₹4,868 for a child, checked live 1 August 2026, with its own note that "the applicable VISA Fee in Indian Rupees is as per the current exchange rate... subject to change without prior notice." At this site's own reference point — the European Central Bank's rate for 31 July 2026, ₹109.5495 per €1, via api.frankfurter.dev — the same €90 and €45 convert to ₹9,859 and ₹4,930: a roughly ₹120 gap from VFS's own displayed adult-fee figure, which is the rupee number moving against a fixed euro one rather than either source being wrong. Confirm the live rupee figure at VFS's own payment step; the euro amount is the one that doesn't change day to day.

VFS Global's own service charge for Portugal is ₹3,384, inclusive of GST (SGST and CGST at 9% each) — separate from and on top of the government fee, and paid to VFS rather than to the Portuguese state. Courier delivery costs ₹750 per application, SMS updates ₹350, and a premium lounge option ₹3,500, all optional and declined by default.

Add the two mandatory lines and a solo adult's Portugal visa fee in rupees runs to roughly ₹13,120-13,243 before insurance, photographs or any optional extra — €90 (₹9,736 to ₹9,859, depending on which conversion you use) plus VFS's own ₹3,384. One competitor page checked for this article, Times of Visa, lists its own concierge fee for a Portugal visa at ₹5,849 (dated 21 July 2026) — a separate, third-party charge for having someone else handle the file, not a government or VFS number, and worth weighing against the roughly ₹13,100+ base above before accepting any bundled quote.

Documents, and the Portugal-specific ones#

Documents required for Portugal visa for Indians begin with the same core Schengen set — passport, photographs, insurance, financial proof, itinerary, accommodation — and that set doesn't change by destination; it's covered in full on Schengen visa documents required from India, and this page does not repeat it. Accommodation proof Portugal expects wasn't found to diverge from that generic norm in any source checked for this page — a hotel booking or a formal invitation for a private stay, per the documents page above. Insurance is the standard Schengen minimum, stated on VFS's own Portugal page in three currencies at once — €30,000, $50,000 or CHF 50,000 per person, covering the full trip including emergency evacuation and repatriation — the same harmonised threshold covered on Schengen visa insurance accepted by consulate. Four things change specifically because the destination is Portugal.

Applicants at the Mumbai and Pune VFS centres — Goa's jurisdiction — face a Skype interview if they have no Schengen travel in the previous three years, per VFS's own Portugal India page. It's scheduled at the time of application submission, subject to slot availability, and applies to adults and children alike. No equivalent interview condition is stated for the New Delhi mission's nine centres on the same page.

Minors travelling without one or both parents, where the file falls under Goa's jurisdiction, need a No Objection Certificate signed by both parents and attested by a Notary and the state's Mantralaya — a requirement VFS's own page attributes directly to "instruction received from Consulate General of Portugal, Goa." Confirm whether this applies before assuming the generic Schengen minor-travel consent form is enough.

Documents issued in India need the Hague Apostille — attested first by the competent state or Union Territory department that issued them, then apostilled by India's Ministry of External Affairs — before Portugal's mission will accept them, per VFS's own page. Documents issued in Bhutan, Bangladesh, Nepal, Sri Lanka or the Maldives follow a different chain: legalised first by that country's own Ministry of Foreign Affairs, then attested by the relevant embassy or high commission in New Delhi.

Portugal's own download-forms list names a "Statement of Responsibility" alongside the standard Waiver Declaration and Travel Health Insurance declaration for New Delhi-jurisdiction applicants — a form most generic Schengen checklists, built around the lowest common denominator across 29 countries, don't mention by name.

Processing time and appointment availability from India#

Portugal visa processing time from India runs on two different clocks, and most travel pages quote only one of them. By regulation, a complete application gets a decision within 15 calendar days as standard, extendable to 45 in individual cases needing further scrutiny — Article 23(1) of the Visa Code, the same rule every Schengen state runs under. Portugal's own published terms add a narrower window most Schengen pages don't state at all: VFS's Portugal India page says an application "will be accepted only until 15 working days (excluding VFS handling time) before the date of travel" — a submission deadline separate from, and tighter than, the decision-time clock, on top of the usual six-month early-application window under Article 9(1).

Appointment availability, Portugal India, centre by centre is the second clock, and it's the one most delay complaints actually trace to, not the 15/45-day decision window. A live VFS appointment tracker (Atlys, checked 31 July 2026) showed Goa, Mumbai and Pune — Goa's jurisdiction, all three — with an earliest open slot on 10 August 2026, roughly ten days out, and 16 slots open at each. Ahmedabad, Kolkata and Lucknow sat 20-21 days out with 26-28 slots; Delhi 25 days out with 25 slots; Hyderabad 31 days with 19; Chennai 32 days with 21; and Bangalore was the furthest out of any tracked centre, 39 days ahead with only 17 slots. That's a snapshot, not a guarantee it holds when you check, but the direction matches the jurisdiction table above: Goa's own three centres were the fastest to an appointment in this snapshot, and Bangalore — under New Delhi's jurisdiction despite sitting furthest from it geographically — the slowest.

1. Confirm your mission and VFS centre, using your Indian address in VFS's own booking flow, not the calendar with the shortest wait.
2. Submit documents and enrol biometrics — the biometrics Portugal requires take about 15-20 minutes at the counter — at least 15 working days before your travel date, per Portugal's own published cutoff.
3. Wait the Article 23(1) window — 15 calendar days standard, up to 45 in individual cases.
4. Collect the decision: an issued visa, or a refusal letter naming the ground.

Funds: the Portuguese reference amount in ₹#

Portugal's own reference amount for means of subsistence is €75 per entry into the Schengen area, plus €40 for every day spent on Portuguese territory — a structure of its own, not simply a flat sum or a single per-day rate — per the European Commission's reference-amounts table, dated 8 June 2026. At this site's 31 July 2026 rate, that converts to roughly ₹8,216 per entry and ₹4,382 per day. One competitor page checked for this article, Times of Visa, tells readers to show "€50-100 per day of stay" for Portugal and hold a "recommended total balance" of ₹3,00,000 or more (dated 21 July 2026) — neither figure matches the Commission's own entry-plus-per-day structure for Portugal specifically. A bank statement that clearly covers the sourced ₹8,216 entry charge plus ₹4,382 for each day of the trip, separate from actual flight and hotel spending, is the number worth showing — not a rounded lakh figure lifted from a travel-booking page.

Portugal's refusal profile, and what it means for your file#

Portugal refused 16.2% of Indian Schengen decisions in 2024 — 1,953 of 12,626 applications, against 10,077 uniform visas issued and no limited-territorial-validity visas — per the European Commission's 2024 consulate-level dataset, aggregated for Portugal on Schengen visa approval rates by country. That sits above the 14.96% refused across all 28 processing member states for Indian applicants that year — on the national number alone, Portugal refuses Indian applicants somewhat more often than the Schengen average, a fact about the aggregate, not a guarantee for any individual file.

The same caveat that applies to every row in the Commission's table applies here: "not issued" includes both outright refusals and applications where examination was discontinued under Article 8(2) of the Visa Code, and the Commission does not publish the split for Portugal or any other state — Portugal's true refusal share alone could sit a point or two below 16.2%, with no way to know by how much from the public data alone.

The national figure hides the same consulate-level gap seen across every other multi-post Schengen member state in India: New Delhi refused 19.2% of decisions in 2024, roughly three times Goa's 6.3%, per the same 2024 Commission dataset broken down by post. That is not something most applicants can act on — Article 6(1) means your file goes to the mission with jurisdiction over where you live, not the one with the better number, and applying elsewhere specifically to exploit the rate is a form of misrepresentation, covered in full on the approval-rates page above. What goes wrong on Portugal applications specifically#

Booking the nearest VFS centre instead of the one with jurisdiction. Twelve VFS centres feed only two deciding missions, and Article 6(1) means your file goes to the one covering where you legally reside — not the shortest drive. Confirm jurisdiction in VFS's own address-based booking flow before picking a city.

Skipping the Skype interview requirement at Mumbai or Pune. Applicants at these two centres — Goa's jurisdiction — face a personal interview if they have no Schengen travel in the past three years; missing or mishandling that step, rather than a document gap, is what stalls a file here.

Missing the Goa-jurisdiction NOC for minors travelling without both parents. A notarised, Mantralaya-attested NOC signed by both parents is a Goa-specific instruction a generic Schengen minor-consent form doesn't satisfy on its own.

Submitting inside the 15-working-day cutoff. Portugal's own published terms won't accept an application inside 15 working days of the travel date, on top of the usual VFS appointment wait — a tighter deadline than the Article 23(1) decision window alone suggests.

Treating India-issued documents as ready without the apostille step. Portugal's mission requires the Hague Apostille from India's Ministry of External Affairs, not just the standard notarisation many applicants assume is enough.

Budgeting from a bank-balance figure the Commission never published for Portugal. A flat "€50-100/day" range or a rounded ₹3-lakh minimum, as one competitor page suggests, doesn't match the Commission's own entry-plus-per-day structure of €75 plus €40/day for Portugal specifically.

Reviewing these six patterns before you submit is the fastest way to avoid a preventable setback on a Portugal visa from India application.
