NZD $441 online, and the arithmetic behind it is published in full. Immigration New Zealand's fee and levy table — the official schedule of "New rates from 1 October 2024" — splits every visa charge into three parts, and an Indian applicant sits in the band called **Band C, Rest of World**:

Those three lines add to exactly the "Cost — From NZD $441" that Immigration New Zealand prints at the top of its Visitor Visa page, which is the check that confirms the reading. There are only three bands in the schedule — Band A for applications made in New Zealand, Band B for Pacific applicants, Band C for everyone else — and India is not a Pacific country, so an Indian pays the same NZD $341 fee-plus-levy as a Nigerian, a Brazilian or a Russian, then the same NZD $100 levy as every other visitor.

Two things this price is not. It is **not per family** — the IVL is charged "per eligible person", so two parents and two children pay NZD $400 of levy between them on top of four visa fees. And it is **not a deposit**: Immigration New Zealand's cost note says "We do not refund application costs if we decline your application."

The rupee tariff is worth a second look, because it is pegged, not live. ₹23,100 divided by NZD $441 implies an internal rate of about **₹52.4 to the New Zealand dollar**, and the transit visa tariff agrees to the second decimal (₹12,300 for a NZD $235 visa is ₹52.3). The market rate on 31 August 2026, derived from the European Central Bank's reference rates for that day, was about **₹56.3 to the New Zealand dollar** — so NZD $441 is worth roughly **₹24,830** today. Immigration New Zealand's rupee price is therefore about ₹1,700 *below* the online price at market rates; add the ₹2,085 VAC fee and the paper route lands at ₹25,185, or about NZD $447. Online is marginally cheaper overall, and there is no rupee penalty hiding in the tariff — but neither is there the rupee saving some agents claim.

## Do Indians need an NZeTA for New Zealand, or a visa?

**A visa. An Indian passport holder cannot travel to New Zealand on an NZeTA**, and this is the single most expensive misunderstanding on the route. The New Zealand Electronic Travel Authority is not an e-visa open to everyone; it is a travel authority for people who already do not need a visa. Immigration New Zealand's condition is that to visit on an NZeTA "you must be a citizen of a visa waiver country".

The visa waiver list is published in full, and India is not on it. The price gap is what makes the confusion costly. An eligible traveller pays **NZD $117** for an NZeTA through Immigration New Zealand's mobile app or **NZD $123** through its website, and gets it in about 72 hours. ## What is the International Visitor Conservation and Tourism Levy, and do Indians pay it?

**NZD $100 per person, non-refundable, and yes.** Immigration New Zealand's own fees and levies page states it without hedging: "Most international visitors applying for a visa or NZeTA to enter New Zealand also need to pay a non-refundable IVL of NZD$100.00." The current rate has applied since **1 October 2024**, when it rose as part of the same package that reset the visa fees.

It is not billed separately. The IVL is folded into the visa charge, which is why the Visitor Visa reads NZD $441 rather than NZD $341, and Immigration New Zealand spells that out in the cost note: "Each person must pay an International Visitor Conservation and Tourism Levy (IVL) of NZD $100. This is included in the cost."

The official list of what the levy is charged on is narrower than "everyone", and the exclusions are the part Indian families should read:

- **Visitor visas — excluding partner and dependent categories.**
- **NZeTAs.**
- **Student visas — excluding the dependent child category.**
- **Working Holiday and Work Exchange schemes.**
- **Student and Trainee Work visas.**
- **Specific Purpose Work visas.**

So an Indian spouse applying under a partner category, or a dependent child on a student visa, is outside the levy. An ordinary Indian tourist is squarely inside it.

## Which New Zealand visas for Indians do not carry the NZD $100 IVL?

**The Business Visitor Visa and the Medical Treatment Visitor Visa — both NZD $341 for an Indian applicant, a clean NZD $100 less than the ordinary Visitor Visa.** Immigration New Zealand's fee breakdown for those two visas lists the immigration fee and the non-refundable immigration levy and then stops; the IVL sentence that appears on the ordinary Visitor Visa is simply absent.

That gap is real money and it is invisible unless you compare the fee notes side by side:

Transit is exempt by rule rather than by omission: Immigration New Zealand states that the IVL "is not charged to travellers passing through Auckland International Airport as transit passengers."

One warning, because the Business Visitor Visa looks like a bargain and is not a substitute. It is a different visa with different conditions and a different genuineness test, and applying for it to dodge NZD $100 on a holiday is a misrepresentation, not a hack. The saving is only a saving if the trip is genuinely a business visit.

## How long does a New Zealand Visitor Visa take for an Indian applicant?

**80% within 2 weeks**, and the country you apply from does not move that number. Immigration New Zealand publishes "Processing — 80% within 2 weeks" on the Visitor Visa page itself, with the note "80% of applications are currently completed within this time", and its fee finder returns exactly the same figure for an Indian citizen resident in India, both for an online application and for a paper application at an Indian Visa Application Centre.

For the other visas an Indian traveller is likely to be pricing at the same time, the published timeframes diverge sharply:

- **Transit Visa** — 80% within 4 days.
- **Business Visitor Visa** — 80% within 4 days.
- **Medical Treatment Visitor Visa** — 80% within 2.5 weeks.
- **Fee-paying Student Visa** — 80% within 8.5 weeks.

**Nine cities, and ₹2,085 per application.** Immigration New Zealand's office finder returns New Zealand Visa Application Centres for India in **New Delhi, Mumbai, Kolkata, Ahmedabad, Cochin, Bangalore, Chandigarh, Hyderabad and Chennai**. The service fee attached to the paper route is ₹2,085 (USD $34) — "the fee for the Visa Application Centre (VAC) to receive your application and submit it to Immigration New Zealand" — and unlike some other countries' Indian centres, no separate courier fee is published for India. (For contrast, an Indian applying on paper in the UAE is billed AED 1,002 by Immigration New Zealand plus an AED 148 VAC service fee *and* an AED 38 courier fee.)

The New Delhi centre's details, as Immigration New Zealand publishes them:

The payment mechanics at an Indian counter are unusual enough to catch people out, and Immigration New Zealand spells them out: if you pay by demand draft you need **two separate drafts** — "one payable to 'Ministry of Business, Innovation and Employment' for the visa application cost, and another demand draft payable to 'VFS Global Services PVT Ltd' for the VAC service fee". Drafts must be in Indian rupees and payable at PAR or at the local branch where the application is lodged. Visa and MasterCard are also accepted in person. Online, the accepted methods are narrower: Visa, Mastercard or UnionPay credit or debit card only.

Immigration New Zealand's own India checklist (INZ 11223, July 2024) puts the online route first: "The best way to make a visitor visa application is through our online visa application service… Alternatively, you can lodge your application at the New Zealand Visa Application Centres (VAC) in India."

## Do Indians need a transit visa to change planes in Auckland?

**Yes — an Indian passport holder needs a Transit Visa, NZD $235, unless they are travelling to or from Australia or already hold a valid New Zealand visa.** This is the second trap after the NZeTA one, and it costs more than most stopovers are worth.

New Zealand runs two separate waiver lists, and an Indian passport is on neither. The **transit visa waiver list** has 26 entries: Bahamas, Bermuda, Bolivia, China, Colombia, Costa Rica, Ecuador, Federated States of Micronesia, Fiji, Indonesia, Kiribati, Nauru, Palau, Panama, Papua New Guinea, Paraguay, Peru, Philippines, the Republic of Marshall Islands, Samoa, Solomon Islands, Thailand, Tonga, Tuvalu, Vanuatu and Venezuela. What that leaves an Indian traveller:

- **Transit Visa — NZD $235 online**, or **₹12,300 plus the ₹2,085 VAC service fee** on paper in India. Processing 80% within 4 days. It permits a stay of up to 24 hours.
- **No visa needed if you are transiting to or from Australia** — Immigration New Zealand's exemption requires "a current visa from the government of Australia to enter Australia".
- **Auckland only.** "Auckland International Airport is the only airport in New Zealand where you can be a transit passenger." Change planes anywhere else in New Zealand and you are not a transit passenger at all — you need a Visitor Visa, at NZD $441.

## How much is the New Zealand Parent Boost Visitor Visa for Indian parents?

**NZD $3,100, and processing "expected to be around 4 months".** This is the visa a large share of the Indian searches for "New Zealand visa fees" is actually looking for — parents of Indian-origin New Zealand citizens and residents — and it is priced roughly seven times the ordinary Visitor Visa.

What NZD $3,100 buys, in Immigration New Zealand's own terms:

- **Up to 5 years**, multi-entry, with no time limit on any single visit.
- **A compulsory exit.** "You must leave New Zealand during the third year of your visa for a health and insurance check."
- **A hard ceiling.** "You can only have 2 Parent Boost Visitor Visas."
- **No residence pathway.** "This is a temporary visa and it does not give you a pathway to a resident visa."
- **Sponsorship by an adult child** aged 18 or over who is a New Zealand citizen or resident and who must spend at least 184 days in New Zealand in each year of the visa.
- **Medical or travel insurance** — bought after approval in principle, but priced before you apply.

The financial test decides most applications, and it has three alternative routes:

## Is the New Zealand visa fee refundable if my application is declined?

**No.** Immigration New Zealand attaches the same sentence to the cost of every visa in its fee finder: **"We do not refund application costs if we decline your application."** The immigration levy is described as "a non-refundable immigration levy" and the IVL as "a non-refundable IVL of NZD$100.00".

For an Indian applicant that means a refusal costs the full **NZD $441** — or, on the paper route, **₹23,100 to Immigration New Zealand plus ₹2,085 to the Visa Application Centre**, because the VAC fee buys lodgement, not a decision, and is earned the moment the file is accepted at the counter.

There is no published rejection-only refund, no partial refund of the IVL for a visa that is granted but never used, and no reduced re-application fee. A second attempt is a second NZD $441. That is why Immigration New Zealand's own instruction — "make sure your application contains all the required documents" — is a financial instruction as much as a procedural one, and why its India checklist runs to a full page of "evidence of your home country circumstances" before it reaches anything about money.

## How long can an Indian stay in New Zealand on a Visitor Visa, and how much money must I show?

**Up to 6 or 9 months, capped at 9 months in any 18-month period — and NZD $1,000 a month, or NZD $400 a month if your accommodation is already paid for.** Immigration New Zealand sets both numbers on the Visitor Visa page itself: "You must have at least NZD $1,000 a month, or NZD $400 a month if you have already paid for your accommodation", and "You can stay up to a maximum of 9 months in an 18-month period."

Translated to a common Indian itinerary at the ECB reference rate for 31 August 2026 (about ₹56.3 to the New Zealand dollar), a three-week trip needs roughly NZD $750 of demonstrated funds, or about ₹42,000, if you have not pre-paid accommodation — a far lower bar than the visa fee suggests, but it is a floor, not a target.

Whether you get a single-entry or a multiple-entry visa is Immigration New Zealand's decision, not your choice: "We will issue you either a multiple-entry or a single-entry visa, based on our assessment of your application." The visa also lets you **study for up to 3 months** and does not let you work, "unless you work remotely for a business overseas" — a condition worth reading carefully if you plan to keep answering Indian office email from Queenstown.

## What documents does an Indian need for a New Zealand Visitor Visa?

Immigration New Zealand publishes a **checklist written specifically for India** — INZ 11223, "Checklist for India: Visitor visa general, Intended stay of less than 6 months", dated July 2024 — and it asks for more than the generic guide does. The items it names:

1. **Visitor visa application form (INZ 1017)**, fully completed, signed original.
2. **Two recent passport-sized colour photographs** per person, less than 6 months old, any background.
3. **The application fee.**
4. **A copy of the identity pages** of every passport in the application.

8. **Evidence of your home country circumstances** — employer's leave approval and confirmation of return to work, business registration certificate and business tax returns if self-employed, school or college identity card, evidence of close relatives in India, evidence of assets such as a home or business. The checklist explains why: "This will help us decide if you are likely to return to your home country at the end of your trip."
9. **English translations** of anything not in English, done by someone who meets Immigration New Zealand's requirements and "not by a family member or friend".

Two items on that list are the ones Indian applicants most often skip: **two years of income tax returns**, and the **letter of consent** for a child travelling with one parent. Health documents are handled differently online — "whether you need an X-ray or medical examination will depend on the health information you give us. We will contact you if we need you to organise a medical appointment" — and any chest X-ray or medical must be less than 3 months old on receipt, with police certificates less than 6 months old.

## Does an Indian passport holder living in Dubai or the USA pay a different New Zealand visa fee?

**Online, no — it is NZD $441 wherever you live.** We queried Immigration New Zealand's fee finder on 31 August 2026 for an Indian citizen resident in India, the UAE, the USA, Australia and New Zealand, and every online Visitor Visa came back at NZD $441 with the same 80%-within-2-weeks timeframe. Nationality does not set the price and residence does not set it either; the schedule's Band C covers all of them.

**On paper, the currency and the counter change.** An Indian citizen lodging a paper application in the UAE is billed **AED 1,002** by Immigration New Zealand, plus an **AED 148 VAC service fee** and an **AED 38 courier fee** — three lines where India has two. Four things, named rather than filled with plausible numbers.

- **The insurance premium for Parent Boost.** Immigration New Zealand requires "medical or travel insurance" and tells applicants to "research the insurance and costs before you apply", but publishes no figure, no range and no approved-provider list. Any rupee insurance number quoted alongside the NZD $3,100 fee comes from a seller.
- **Optional VAC add-ons in India.** The ₹2,085 service fee is what Immigration New Zealand publishes for India, and no courier line appears for India as it does for the UAE. Premium lounge, form-filling, SMS and courier products sold at Indian centres are not priced on any Immigration New Zealand surface we could read, and the operator's own site could not be retrieved, so this page does not state them.
- **The exact date of the current rupee tariff.** Immigration New Zealand's fee finder returns ₹23,100 live, but does not stamp the rupee schedule with an effective date the way the New Zealand dollar table is stamped "rates from 1 October 2024". If the rupee peg is refreshed, it will change without notice.
- **Whether NZD $441 will hold.** The current New Zealand dollar rates date from 1 October 2024 and the IVL was raised to NZD $100 on the same day.
